The existence of Dragons Blood is a well kept secret of the Great Houses. This knowledge is unknown to all but the most senior members. It is unlikely that any player character would know of anything than dark whispered secrets and roomers at best. If you want to use Dragons Blood, or have your character be knowledgeable of it. You need to chat with me first.
